  • Uganda under fire over legalized big game hunting

    KAMPALA — Outraged conservationists said on Wednesday that Uganda had neither enough game nor adequate control mechanisms to reintroduce sport hunting on animals such as elephant and buffalo.

    Animal and environmental protection groups were angered by the Uganda Wildlife Authority’s (UWA) decision to sell shooting licences in a bid to boost tourism revenue.

    “I do not believe that Uganda has enough game animals to sustain sport hunting,” Samuel Maina, of Nairobi-based WildlifeDirect, told AFP.

    UWA spokeswoman Lillian Nsubuga said population levels had recovered from years of war in some areas and argued that ending the decades-old ban would contain crop-crunching elephants and buffalos while creating jobs.

    Maina voiced doubts that the 90 percent loss of the large mammal population during the unstable 70s and 80s had been reversed.

    “Sport hunting is thus likely to be unsustainable in the designated hunting areas and there is a likelihood that to sustain this lucrative sector, Uganda will have to extend hunting into protected areas,” he said.

    Achilles Byaruhanga of Nature Uganda, a Kampala-based advocacy group, also judged the initiative to be dangerous because it is impossible to know the real strength of big game populations in Uganda national parks.

    “I would want to ask UWA: Where is your data and your information coming from? Just because some animals have moved out of a wildlife reserve doesn’t mean their numbers are strong enough for sport hunting,” he told AFP.

    UWA chief Moses Mapesa said that big game hunting was happening already and that the plan was simply for Uganda to benefit from it.

    “In the absence of controlled hunting we have had a loss of animals and a loss of potential revenue,” he said.

    But Byaruhanga argued that the reintroduction of legal hunting was unlikely to stop illegal hunting by needy local communities or create enough guide jobs to provide a viable alternative.

    Maina also warned that Uganda had not proven it had the capacity to control the hunting effectively.

    “Hunting-law enforcement is going to be difficult when new hunting blocks are opened. I doubt UWA has enough personnel and machinery to prevent abuse of the hunting licenses and concessions,” he said.

    Maina also argued that sport hunting was incompatible with the east African country’s current attempts to enhance its international image as a destination for ecotourism, with gorillas the main attraction.

    “Ecotourism and sport hunting are more or less mutually exclusive. Ecotourists do not want to go to places where wildlife is being killed,” he told AFP.

    “The growth of sport hunting tourism will give Uganda a bad name as an ecotourism destination and is thus likely to reduce earnings from ecotourism including gorilla tracking,” he added.

  • DNA Forensics May Prevent Elephant Poaching

    Law enforcement officials investigating the source of confiscated ivory (605 elephant tusks) in Hong Kong had no clue where the stash originated before leaving Douala, a port city in Cameroon. DNA technology, however, was able to verify that many of the tusks once belonged to forest elephants that lived in southern Gabon, near the Republic of Congo border.

    Extracting elephant DNA from confiscated ivory could be an important tool to take wildlife investigations a step farther and to stop poaching at its source. Such expensive forensic work may become necessary to protect dwindling elephant populations and curb the illegal ivory market before it grows completely out of control.

    “In big seizures, there’s a very strong tendency to ship ivory out of a different country than where it’s poached… It’s a bit of a red herring,” said Samuel Wasser, director of the University of Washington’s Center for Conservation Biology and the lead author of the study, published in this month’s issue of Conservation Biology (Full report >>). “The methods we developed are very important in that regard because it focuses where the poaching is ongoing

  • IUCN Red List reveals world’s mammals in crisis

    Barcelona, Spain, 6 October, 2008 (IUCN) – The most comprehensive assessment of the world’s mammals has confirmed an extinction crisis, with almost one in four at risk of disappearing forever, according to The IUCN Red List of Threatened Species™, revealed at the IUCN World Conservation Congress in Barcelona.

    The new study to assess the world’s mammals shows at least 1,141 of the 5,487 mammals on Earth are known to be threatened with extinction. At least 76 mammals have become extinct since 1500. But the results also show conservation can bring species back from the brink of extinction, with five percent of currently threatened mammals showing signs of recovery in the wild.

    “Within our lifetime hundreds of species could be lost as a result of our own actions, a frightening sign of what is happening to the ecosystems where they live,” says Julia Marton-Lefèvre, IUCN Director General. “We must now set clear targets for the future to reverse this trend to ensure that our enduring legacy is not to wipe out many of our closest relatives.”

    The real situation could be much worse as 836 mammals are listed as Data Deficient. With better information more species may well prove to be in danger of extinction.

    “The reality is that the number of threatened mammals could be as high as 36 percent,” says Jan Schipper, of Conservation International and lead author in a forthcoming article in Science. “This indicates that conservation action backed by research is a clear priority for the future, not only to improve the data so that we can evaluate threats to these poorly known species, but to investigate means to recover threatened species and populations.”

    The results show 188 mammals are in the highest threat category of Critically Endangered, including the Iberian Lynx (Lynx pardinus), which has a population of just 84-143 adults and has continued to decline due to a shortage of its primary prey, the European Rabbit (Oryctolagus cuniculus).

    China’s Père David’s Deer (Elaphurus davidianus), is listed as Extinct in the Wild. However, the captive and semi-captive populations have increased in recent years and it is possible that truly wild populations could be re-established soon. It may be too late, however, to save the additional 29 species that have been flagged as Critically Endangered Possibly Extinct, including Cuba’s Little Earth Hutia (Mesocapromys sanfelipensis), which has not been seen in nearly 40 years.

    Nearly 450 mammals have been listed as Endangered, including the Tasmanian Devil (Sarcophilus harrisii), which moved from Least Concern to Endangered after the global population declined by more than 60 percent in the last 10 years due to a fatal infectious facial cancer.

    The Fishing Cat (Prionailurus viverrinus), found in Southeast Asia, moved from Vulnerable to Endangered due to habitat loss in wetlands. Similarly, the Caspian Seal (Pusa caspica) moved from Vulnerable to Endangered. Its population has declined by 90 percent in the last 100 years due to unsustainable hunting and habitat degradation and is still decreasing.

    Habitat loss and degradation affect 40 percent of the world’s mammals. It is most extreme in Central and South America, West, East and Central Africa, Madagascar, and in South and Southeast Asia. Over harvesting is wiping out larger mammals, especially in Southeast Asia, but also in parts of Africa and South America.

    The Grey-faced Sengi or Elephant-shrew (Rhynchocyon udzungwensis) is only known from two forests in the Udzungwa Mountains of Tanzania, both of which are fully protected but vulnerable to fires. The species was first described this year and has been placed in the Vulnerable category.

    But it is not all bad news. The assessment of the world’s mammals shows that species can recover with concerted conservation efforts. The Black-footed Ferret (Mustela nigripes) moved from Extinct in the Wild to Endangered after a successful reintroduction by the US Fish and Wildlife Service into eight western states and Mexico from 1991-2008. Similarly, the Wild Horse (Equus ferus) moved from Extinct in the Wild in 1996 to Critically Endangered this year after successful reintroductions started in Mongolia in the early 1990s.

    The African Elephant (Loxodonta africana) moved from Vulnerable to Near Threatened, although its status varies considerably across its range. The move reflects the recent and ongoing population increases in major populations in southern and eastern Africa. These increases are big enough to outweigh any decreases that may be taking place elsewhere.

    “The longer we wait, the more expensive it will be to prevent future extinctions,” says Dr Jane Smart, Head of IUCN’s Species Programme. “We now know what species are threatened, what the threats are and where – we have no more excuses to watch from the sidelines.”

    The project to assess the world’s mammals was conducted with help from more than 1,800 scientists from over 130 countries. It was made possible by the volunteer help of IUCN Species Survival Commission’s specialist groups and the collaborations between top institutions and universities, including Conservation International, Sapienza Università di Roma, Arizona State University, Texas A&M University, University of Virginia, and the Zoological Society of London.

    More than mammals

    Overall, the IUCN Red List now includes 44,838 species, of which 16,928 are threatened with extinction (38 percent). Of these, 3,246 are in the highest category of threat, Critically Endangered, 4,770 are Endangered and 8,912 are Vulnerable to extinction.

    New groups of species have appeared on the IUCN Red List for the first time, increasing the diversity and richness of the data. Indian tarantulas, highly prized by collectors and threatened by the international pet trade, have made their first appearance on the IUCN Red List. They face habitat loss due to new roads and settlements. The Rameshwaram Parachute Spider (Poecilotheria hanumavilasumica) has been listed as Critically Endangered as its natural habitat has been almost completely destroyed.

    For the first time, all 161 grouper species have been assessed, of which 20 are threatened with extinction. The Squaretail Coral Grouper (Plectropomus areolatus) from the coral reefs of the Indo-Pacific has been listed as Vulnerable. The fish is seen as a luxury live food and is typically fished unsustainably at its spawning aggregations, a major threat for many grouper species.

    Amphibians are facing an extinction crisis, with 366 species added to the IUCN Red List this year. There are now 1,983 species (32 percent) either threatened or extinct. In Costa Rica, Holdridge’s Toad (Incilius holdridgei), an endemic species, moved from Critically Endangered to Extinct, as it has not been seen since 1986 despite intensive surveys.

    New reptiles assessed this year include the La Palma Giant Lizard (Gallotia auaritae). Found on the Canary Island of La Palma and thought to have become extinct in the last 500 years, it was rediscovered last year and is now listed as Critically Endangered. The Cuban Crocodile (Crocodylus rhombifer) is another Critically Endangered reptile, moved from Endangered because of population declines caused by illicit hunting for its meat and its skin, which is used in clothing.

    The Dow Jones Index of biodiversity

    The IUCN Sampled Red List Index (SRLI) is a new initiative of the IUCN Red List, developed in collaboration with the Zoological Society of London. It is set to revolutionize our understanding of the conservation status of the world’s species.

    The approach takes a randomized sample of species from a taxonomic group to calculate the trends in extinction risk within that group, in much the same way that an exit poll from a polling station can be used to calculate voting trends. This means that it is possible to track the fate of these species, in the same way as the Dow Jones Index tracks the movement of the financial markets.

    Although species coverage on the IUCN Red List has increased in number each year, assessments have in general been restricted to the better known species groups such as birds and mammals. As a consequence, until recently the conservation status of less than four percent of the world’s described biodiversity has been known.

    It can no longer be considered appropriate to base conservation decisions on such a restricted subset of species and the SRLI, which is more representative of global biodiversity, can be used to provide a broader picture.

    “We are now emerging from the dark ages of conservation knowledge, when we relied on data from a highly restricted subset of species,” says Dr Jonathan Baillie, Director of Conservation Programmes at the Zoological Society of London (ZSL). “In the future we will expand the scope of our species knowledge to include a far broader range of groups, thus informing and assisting policy makers in a hugely more objective and representative manner.”

    Designed to broaden the types of species covered in the IUCN Red List, the SRLI uses a sample of at least 1,500 species from selected groups to show trends in extinction risk. All the world’s birds, amphibians and mammals have now been assessed for the IUCN Red List. The first results from the SRLI are revealed this year and include results for reptile species, giving us a clearer indication of the status of terrestrial vertebrates, as well as other less well-known groups such as freshwater crabs.

    One of the newly assessed freshwater crab species, the Purple Marsh Crab (Afrithelphusa monodosa) from West Africa, was almost completely unknown to science until recently. The first living specimen was found in 2005 and it has been listed as Endangered because of habitat disturbance and deforestation from agriculture in all parts of the Upper Guinea forest.

    In the future the SRLI will sample other lesser-known groups such as beetles, molluscs, mushrooms, lichens and plant species like mosses and liverworts, and flowering plants. Over the coming years this new approach, which could be considered the Dow Jones Index for biodiversity, will enable us to build a clearer picture of the status of all the world’s species, not just the furry and feathered.

    “Over the years, the rigour of the IUCN Red List process has built it into the ‘global gold standard’ for monitoring the conservation status and trends of species and the threats they face worldwide,” says Dr Holly Dublin, Chair of IUCN’s Species Survival Commission (SSC). “The SSC is the largest and oldest IUCN Commission, its members are proud to contribute their knowledge and expertise to delivering this amazing conservation tool to the world.”

  • New Year of the Gorilla Project focuses on Wildlife Law Enforcement

    Today I would like to introduce a new YoG project: The PALF (Project to Apply the Law on Fauna) in the Republic of Congo. The input for this blogpost was provided by Luc Mathot of The Aspinall Foundation, and you will soon hear more from this exciting project.

    PALF (Projet d’Appui à l’Application de la Loi sur la Faune Sauvage) aims to legally protect endangered species in The Republic of Congo by reinforcing the application of the law on wildlife protection and by discouraging potential hunters and wildlife traffickers. The main species targeted are gorillas, chimpanzees, elephants, leopards, parrots, mandrills and others.

    The most immediate threat to protected species in the Congo Republic is illegal hunting for bushmeat and animal parts and the capture of young great apes. These activities are illegal, but the lax application of the law has not curbed commercial trafficking and the killing of these species. PALF was established as a collaboration between the Aspinall Foundation and WCS (Wildlife Conservation Society), with the contribution of expertise from LAGA (Last Great Ape Organization). This NGO has been working in Cameroon for more than 6 years with very promising results which merit replication. The partners work in close collaboration with the Ministry of Forestry (MEF) and other government bodies (police, judiciary etc.).

    The objectives of PALF are as follows:
    –exposing all traffickers of ape meat, live apes, ivory and other illicit animal products, and collecting solid evidence for action against them
    –arresting the people involved in this illegal activity
    –guaranteeing that legal action will be taken, and assuring that all verdicts will be enforced
    –raising awareness in the population through media coverage concerning the application of the law on wildlife protection and the risks and penalties applied.

    To attain these objectives, PALF has received financial support from USFWS (US Fish and Wildlife Service) and will receive more through this blog in YoG 2009, making possible the recruitment of investigators, two lawyers and a journalist – a team which will need to be built up gradually.

    The results obtained in Brazzaville after little more than 9 months have been very positive. Nine traffickers of animal products have been arrested (three cases involving ivory, four involving leopard pelts, one involving a mandrill pelt, one involving a gorilla and one involving a chimpanzee). Despite corruption and blackmailing attempts, one trafficker of chimpanzee products has been brought to trial in the Congo. The defendant was sentenced to one year in prison and fined 1,100,000 CFA (1,679 Euro). Between September 2008 and May 2009, more than 170 articles have been published or broadcast in the Congolese media (press, television and radio), with the result that the Congolese population (particularly in Brazzaville) is now well informed about the dangers and consequences of trafficking animal products.

    Law enforcement is a priority both in situ within the protected areas and in regard to the trafficking of animal products between the wild animals’ habitats and the urban areas. We are hoping that different sponsors, NGOs and government organisations, will all get involved in similar projects to apply the experience from PALF. In this way, the PALF slogan “zero tolerance for crimes against wildlife” will become a reality in Central Africa. In the words of Leonardo Da Vinci: “The day will come when the killing of an animal will be punished in the same manner as the killing of a human.

  • New rainforest reserve protects more than 1,000 bonobos

    The Bonobo Conservation Initiative (BCI) joins the government of the Democratic Republic of the Congo (DRC) in announcing the official establishment of the Kokolopori Bonobo Reserve, a community-managed protected area which harbors one of the largest known wild populations of the endangered bonobo.

    The Kokolopori Bonobo Reserve is the pilot and model site for the Bonobo Peace Forest, a proposed constellation of community-based nature reserves supported by sustainable development.

  • Gorillas In Their Midst

    BISATE, RWANDA—One day in June, clouds hid the summit of Mt. Bisoke, a dormant volcano spanning the border of Rwanda and the Democratic Republic of Congo. On the Rwandan side, the fog cleared over the mosses and trees of the Virunga forest, which blanket the mountain’s upper reaches before stopping abruptly at a stone wall. Undulating, asymmetric patches of potato and sorghum begin immediately on the other side and cover every available inch of land.

    Not far below the wall sits a rainwater collector, a stone cylinder perhaps eight feet high and twice as wide. Mothers in colorful wraps and children in dusty rags filled plastic jerry cans with water from a tap, sometimes plugging the containers with potatoes. Down a bumpy road, there’s a renovated clinic with water collecting and sanitation facilities including a covered pit reserved for decomposing the many human placentas birthed there. A nearby school boasts new outhouses and water collection tanks. This is Bisate town.

    Across sub-Saharan Africa, women and children often hike miles to reach wells and families cope with a near-total absence of medical care. Even in remote areas, clinics and boreholes built by foreign groups with foreign money aim to relieve some of the most debilitating burdens of poverty. The improvements in Bisate are unusual because they are the result of work by the Dian Fossey Gorilla Fund International (DFGFI), an organization originally devoted to saving the endangered mountain gorillas in the forest, not assisting depressed villagers.

    With its temperate mountain climate and fertile soil, the Virunga forest fringe is one of the more densely populated areas of Rwanda, which is the most densely populated country on the continent. The large families here—it is common for women to have seven or more kids—aggravate pressure on limited land. And for most people, farming is the only way to survive.

    Less than 15 years after ‘Rwanda’ became a synonym for hell, tourism has joined coffee and tea production as one of the country’s major industries, bringing in $42.3 million in 2007, including $7 million for gorilla permits.

    However, the mountain gorillas living in the forest distinguish this area from countless other rural regions. Attracting tourists and money to Rwanda, they are more valued—by the government, by NGOs, by the entire world—than the peasants living nearby. Indeed, efforts to preserve these surprisingly delicate animals force farmers into competition against them.

    The Virunga forest covers the triple frontier of Uganda, Rwanda, and the Democratic Republic of Congo, extending across a string of volcanoes on the western side of the Great Rift Valley. Famed for its biodiversity, the forest is thick with bamboo and hardwoods, indigenous birds, golden monkeys, and duiker, a small woodland antelope. The Virunga Forest is also home to about half the world’s 700-odd mountain gorillas (subspecies: Gorilla beringei beringei). The gorillas’ only other habitat is Uganda’s Bwindi Impenetrable Forest, a few miles north.

    Playful, large, hominid, and rare, mountain gorillas were seemingly made to be tourist attractions. Then Dian Fossey studied them, and her book Gorillas in the Mist (which later served as the basis for a hit movie) almost single-handedly turned mountain gorillas into one of the world’s most celebrated wildlife populations.

    Today, Rwanda charges tourists $500 an hour to watch gorillas in the forest, and plenty of tourists are willing to pay the fee. “There are very few species out there that are going to get the kind of response from the international community that the mountain gorillas do,” said Craig Sholley of the African Wildlife Foundation. “People specifically go to Rwanda or Uganda to see mountain gorillas.”

    Male Western Lowland Gorillas, the kind commonly found in zoos, have short hair and brows to set a wineglass on below their massive sloping foreheads. To stay warm at high altitudes, their mountain counterparts have coats of long hair. As males reach adulthood, the fur on their backs pales to gray. Watching a 450-pound silverback eat bamboo and hold court over his family is such an extraordinary—many say moving—experience that it’s only a slight exaggeration to say Rwanda is staking the national economy on it.

A gorilla appears on Rwanda’s largest banknote, the pink 5,000-Franc bill, which is worth almost $10. But the apes carry an even greater responsibility on their hairy shoulders: they have effectively become national mascots.

    Rwanda’s boosters like to talk about the country’s progression into an African Singapore, a prosperous police state in a dangerous neighborhood. Small, crowded, landlocked, and low on resources, Rwanda’s singular achievement is restoring law and stability after the 1994 genocide. Billboards in the capital city of Kigali tout the construction of gated communities and slick office blocks. Destitute villages are tidier than their counterparts in neighboring countries. Still, nobody would confuse Rwanda with Singapore.

    A 2003 census found that the Virunga mountain gorilla population had increased by about 17 percent since 1989 to 380, despite years of war and genocide. (That number doesn’t include the roughly equal number of gorillas living in Uganda’s Bwindi forest.) The risk of deliberate gorilla poaching is far lower in Rwanda than it is in Congo, the war-torn country on the other side of the forest where several recent gorilla slayings have received global media coverage.

    In northwest Rwanda, the forest is like a supermarket, stocked with the firewood, water, meat, and bamboo (a building material) that people need. But locals are forbidden to even enter the forest, partly to prevent the spread of disease to the gorillas. After traumas such as infanticide and snares, respiratory infection is the second most common killer of mountain gorillas. To guard against disease transmission, tourists must keep more than 22 feet away from the gorillas, though the apes don’t always follow the rules. Humans and gorillas have very similar DNA, but when the latter contract human illnesses they are not always able to fend them off as well.

    “There are four gorillas who are coughing,” trackers radioed down to Dr. Jean-Felix Kinani, a Congo-born veterinarian with the Mountain Gorilla Veterinary Project (MGVP), this past May. They had been watching the Susa Group, a gaggle of about 40 tourist-acclimated gorillas. One Susa gorilla, an infant, had appeared to recover from a runny nose before her condition worsened and MGVP veterinarians decided she needed antibiotics.

    “The baby lay limply in [the mother’s] arms, eyes closed, mouth open, wheezing,” Kinani’s colleague Dr. Lucy Spelman wrote. To reach the child, the mother had to be tranquilized. “The dart landed in Ururabo’s left shoulder. She screamed, pulled it out, threw it to the ground and walked away from us up into the bamboo. Igisha [a silverback, probably the infant’s father] charged out of the bamboo thicket, mouth open, canines showing…the trackers raised their sticks and yelled at Igisha. It worked—he turned away instantly.”

    Antibiotics saved the baby. “We won this time,” said MGVP director Dr. Michael Cranfield, an American, but that doesn’t mean antibiotics are always the answer; the drugs can lose their effectiveness, and the darts can frighten the animals.

    While the early conservationists considered human beings an obstacle to their work—Fossey, who was murdered in 1985, hated gorilla tourism, and reportedly groused that Rwanda had “too many” people—green activists are now trying to combine their environmental endeavors with efforts to boost living standards among the Rwandan poor. Still, DFGFI economist Glenn Bush admitted, “We’ve yet to reconcile whether development projects have conservation benefits.”

    Gorilla conservation involves plotting the movements of human and animal populations, the way generals in old movies pushed model armies across a battlefield map, except the idea is to keep most humans and gorillas apart. Trackers have the most contact with the gorillas and they come from poor communities on the forest edge where infections are common. To prevent cross-species infection, said Cranfield, the MGVP offers trackers medical care and preventative drugs. “Some [trackers] have tumors and are out of our realm of treating,” he added. Meanwhile, patrols sponsored by the DFGFI and the government tourism agency still aim to keep people out of the forest, where hunters and woodsmen set snares and might defecate and expose gorillas to additional microscopic hazards. Far fewer gorillas die from parasites than from respiratory infections.

    Poor Rwandans bear the costs of conservation, while the national tourism industry reaps the benefits.

    “At the end of the day, the local people are the biggest threat to conservation,” said Bush, which is why he believes that the most important components of conservation are patrolling the park for intruders and monitoring the health of gorillas. “Protecting the park is not particularly beneficial for the local people who depend on the park.” Rwanda sets aside a small percentage of gorilla permit revenues for projects benefiting edge communities, but far more money goes to the animals. Thus, poor Rwandans bear the costs of conservation, while the national tourism industry reaps the benefits.

    The DFGFI’s efforts, such as renovating the Bisate clinic, help offset some of the local costs. But the relationship between development and conservation, Bush said, remains “wonderfully murky.” Since environmentalism tends to be a higher priority in wealthy countries than in poor countries, the assumption is that wealthier people care more about keeping forests clean and diverse species alive. But Bush’s research in Uganda (he’s conducting similar studies in Rwanda) suggests that while the poorest people are most dependent on forest resources, as people grow wealthier they are more destructive and able to “exploit the forest more effectively.” In northwest Rwanda, wealth might mean a cinderblock house instead of a mud hut, some source of cash income, and a few cows in addition to chickens.

    Renovating the Bisate clinic generates goodwill, which boosts local support for conservation work. But the DFGFI is spending money to create wealth that could ultimately damage the environment. Where should the DFGFI draw the line? “These communities are so poor that they need any type of assistance they can possibly get,” Bush said.

    Like the Fossey group’s Ecosystem Health program, the MGVP’s “one health” approach includes people and animals. “It’s becoming the norm,” said Laura Clauson, who spent several years working for Wyman Worldwide Health Partners, an NGO. Wyman had collaborated with the DFGFI on the Bisate clinic, but they eventually split; Wyman then teamed up with the MGVP on a clinic in Shingiro. After only a few months they had made some improvements at the Shingiro clinic, which consists of a few rooms around a small courtyard. During my visit late last spring, examination and patient rooms were under renovation.

    Before we went to the clinic, Clauson supervised the loading of a Daihatsu truck with mattresses, shelves, syringes, antibiotics and antiparasitics, iodine, an examination table, and big bags of cement. A few workers climbed over the hill of supplies and lashed everything down with ropes cut from worn tires. Soon she expected another group to set up a clinic for HIV/AIDS testing and counseling, though recent tests hadn’t turned up anyone with HIV or AIDS in the area; since my visit a few tests have apparently turned up positive. “This whole continent has gone crazy over HIV,” Clauson said. However, more common concerns in Shingiro are diarrhea, parasites, domestic violence, skin diseases, and toddlers falling on stoves—a familiar list in rural Africa. The Shingiro clinic doesn’t have a doctor for the 30,000 people in its coverage area. By comparison, a team of veterinarians attended the sick gorilla.

    In an unrenovated clinic room the size of a Manhattan studio apartment, women lay in seven beds as babies crawled over them and relatives wandered in and out. Olive Nikuze wore a red head wrap and an expression of sublime indifference. As she answered questions, a baby girl crawled on top of her. Nikuze had come to the clinic with chest pains and dizziness. She didn’t think she was pregnant again; at 23, she already had two children and had suffered two miscarriages.

    On her land near the forest, Nikuze raises potatoes and pyrethrum, a flower that can be dried into an insecticide. In a good year she grows two tons of potatoes and sells the ones she doesn’t need for about 6 cents a pound; selling half her yield would net Nikuze $118. “Every season the buffalo come and damage the crops,” Nikuze said through a translator. She knew the improvements to the clinic owed to the nearby presence of gorillas that were “important to the country.” Once she had seen a gorilla knuckle-walk out of the forest. But she also wanted to see better roads and water facilities. “You can’t touch animals,” she said. “You can’t touch anything in the park even if you need it.”

    Other conservation efforts try to spur entrepreneurship so people will be less reliant on the forest. Micro-entrepreneurship programs have proliferated around Africa, but the most ambitious examples, the ones trying to reach developed-world consumers, struggle with distribution. A group might teach widowed AIDS patients to stitch attractive, durable handbags, but where can they be sold? Tourist areas are already saturated with gift stalls. Big retailers such as Wal-Mart can’t be bothered to import the 500 (or 5,000) necklaces a collective might bead in a month. Selling through online auction giant eBay requires regular mail service and a decent Internet connection, neither of which are available in northern Rwanda. Even if there were vast unmet demand for African souvenirs, it would be cheaper to make them in China. Indeed, much of the “traditional” cloth found in Africa already comes from China.

    In Rwanda, the International Gorilla Conservation Program is working with locals to boost honey production. Unfortunately, I didn’t detect much demand for Rwandan honey. Sholley, whose African Wildlife Foundation helps fund the IGCP, is more optimistic about the Sabyinyo Silverback Lodge, an upmarket eco-lodge catering to gorilla tourists. Even effective poverty alleviation programs take decades to show real results. If these improvements seem minor, it is important to remember how much worse it could be.

    Jean “Bosco” Bizumuremyi, a porter since his teens, has risen to become the DFGFI’s field operations coordinator. During the 1994 genocide, he sought refuge in Congo, but while walking home he was attacked by militants who slashed his scalp and knocked out his front teeth (which are still missing). “My family fled, my friends escaped,” he recalled. “I was almost dead.” The bandits began squabbling over money they found in his pocket, and a passing aid worker rescued him. After recuperating he returned to Bisate and found scores of snares set in the vicinity of the research center that Fossey founded.

    During the 1980s, pastoralists grazed cattle in the forest and there were more poachers. Since then, Bosco said, there’s been a shift in how ordinary Rwandans perceive the Virunga. He estimates that 20 percent of people in the area still trespass in the forest, but he thinks that the patrols are an effective deterrent and that most people respect the gorillas’ need for protection.

    ‘These communities are so poor that they need any type of assistance they can possibly get.’

    The showcase for Rwanda’s gorilla infatuation is Kwita Izina, the biggest event on the country’s social calendar. During this annual June ceremony, dignitaries, and donors name the gorillas born in Rwanda during the last year, a concept with roots in Rwandan tradition. The event is held on a field against a backdrop of the Virunga’s volcanoes.

    Kwita Izina is a spectacle of dances and long speeches. Since the gorillas can’t participate, about 20 people dress in gorilla suits to receive the rite. This year more than 20 gorillas were named as Rwandan elites watched the festivities from a party tent planted on the field. Among the honorees was the baby whose life the veterinarians had saved with the antibiotic dart. She was named Imena, which means “elite” in Kinyarwanda. White visitors were quickly escorted under the tent, where they could refresh themselves with snacks and bottled water. Behind the stage, a few thousand locals were roped off, watching the proceedings somberly as they baked in the equatorial sun.

  • Rescue Plan Needed for Biodiversity because Trillions of Dollars are being Lost Each Year

    We are all been glued to the depressing headlines every day about the housing crisis, economic credit crunch, collapsing banks. On the bright side we are witnessing an unprecedented level of global cooperation to manage bailouts and rescue packages to save the worlds’ economies.I don’t think I’m alone in wondering how come we couldn’t get this level of cooperation on global climate change. Surely it is having an even greater impact on global economies.

    The current financial news focuses on industrial nations of North America and Europe but here in Africa (and I’m sure it’s similar in other developing countries) we are already feeling the impact. We’re experiencing massive inflation which affects us all. Yesterday I heard about a middle class Kenyan family who are now feeding their children on anything that fills their stomach. Although they are a well educated couple, they cannot afford to balance their children’s diet. It’s a vicious cycle – the kids will be undernourished, will perform poorly at school. This will cap their own prospects and limit their capacity to escape poverty.

    So, we are reacting to the financial crisis because it affects each of us individually. We approve the bail out rescue packages, and have allowed our governments to take billions of dollars from our taxes to rescue failing financial institutions.

    Many environmentalists and conservationists are amazed that we can galvanize global coordination to prevent a global financial crisis; and furious that the same countries couldn’t come together and agree on a rescue package to address other global crises like climate change and poverty in developing countries.

    This story appeared today on the BBC website and it stirred me to write this post because while the financial situation may be a global crisis, it is nothing compared to the unfolding environmental crisis . A new report by TEEB (The Economics of Ecosystems and Biodiversity) informs us that are racing towards catastrophic damage to our economies because of what how we are destroying biodiversity and ecosystem services.

    What are ecosystem services and how dependent are we on them?

    Our very existence is tied to ecosystems.

    They clean our water and air; give us fertile soils; provide us with building materials and clothing (timber, cotton); pollinate our crops (bees); store carbon and stop the world from over-heating. The list goes on.

    33 Billion – the annual value of these ecosystem services in US Dollars

    16 Billion – the annual value of the global economy

    In this study by Robert Costanza and others  of 17 ecosystem services in 16 biomes, the value of ecosystem services that are not already captured in economic markets is US $15 – 54 Trillion (that’s twelve 0’s!) with an average of US $33 trillion. They emphasize that this is a minimum estimate. To put this into perspective remember that the Global economy is worth about US $16 trillion – half of what nature gives us for free.

    To make this real, consider pollination services – without pollinators like bees, we would have virtually no vegetables and of course no honey! The value of pollination of our commercial crops is estimated to be US $216 billion every year. We can survive without bees, of course but imagine if we had to do all that pollination by hand!

    It is this value that we do not capture in our economic evaluations. These ecosystem services are considered free public goods! There are no markets and no prices. We simply don’t count them in our national economies and they don’t feature in our economic planning.

    We are trashing our ecosystems and losing a host of free services

    By 2050 11% of the natural areas remaining in 2000 could be lost to agricultural expansion, the expansion of infrastructure, and climate change.

    Almost 40% of the land currently under low-impact agriculture could be converted to intensive agricultural use, with further biodiversity losses

    60% of coral reefs could be lost – even by 2030 – through fishing, pollution, diseases, invasive alien species, and coral bleaching due to climate change.

    And climate change is exacerbating this problem.

    What are the global financial implications?

    In an interview here, the lead author of the TEEB report Pavan Sukhdev warns that “the fisheries that are basically going to die out in 40 years time don’t just mean $80 to 100 billion worth of lost fishing income, but also lost protein for the world’s billion poorest people”.

    Nearly one-third of the world’s fisheries are severely depleted, and some have suffered complete collapse, such as the Grand Banks cod stocks off Canada’s eastern coast. If current trends continued, we will have no commercially viable marine fisheries left within fifty years.

    The loss of biodiversity will have serious repercussions on the world’s economy. The TEEB report predicts we are losing forest ecosystem services at a rate of between $2 trillion and $5 trillion per year. This is the combined value of their services, including cleaning water and absorbing carbon dioxide. The situation will worsen with time as our natural stock is depleted, and we lose the services they provide. It’s a little like losing the interest from an investment, as you eat into the capital. Except that the value of the services a forest provides, is worth many times what we would make if we were to chop down the timber and sell it on the open market.

    We tend to undervalue things that we get for free.

    We understand the value of those things that we spill our sweat for. The TEEB report suggests that we have flawed economic analysis and we’ve been making policy mistakes. Because environmental services are ‘free’ their loss often is not detected by our current economic incentive system, losses due to deforestation, unsustainable harvesting, habitat destruction etc will continue unabated. To add salt to this wound, the world’s poor are most at risk from the continuing loss of biodiversity, as they are the ones that are most dependent on the ecosystem services that are being degraded.

    How big is the problem?

    Between 1900 and today we have destroyed 50% of the worlds wetlands. In addition 30% of the our coral reefs are damaged and 35% of our magroves deforested. Extinction rates are now 1000 times greater than they should be and the IUCN states that 70% of the worlds plants are in jeopardy. This is already affecting food, water and health. By 2050 7.5 million square kilometers be lost – that’s the size of Australia.

    The TEEB report suggests that the cost of the loss of biodiversity today dwarfs the current financial crisis and that we urgently need a rescue package for environment.

    Bailing out ecosystems

    We know that our very well being is totally dependent upon these “ecosystem services” and that we are hurtling towards a crisis, and yet we are not even talking about any sort of rescue package for ecosystems. No one has dared quantify how much that would cost us.

    However, the TEEB report warns that if we do not adopt the right policies, the current decline in biodiversity and the related loss of ecosystem services will continue and even accelerate. Some ecosystems are likely to be damaged beyond repair. With a “business as usual” scenario, by 2050 we, or our children and grand children will be faced with serious consequences.

    I agree with Corey, the TEEB report is “Yet more evidence that we have to stop the extinction crisis

    Although it sounds horrendous, we mustn’t see this situation as hopeless. Ecosystems are far more robust than banks and economies. If we lose millions of dollars in ecosystem services by chopping down a forest, we can recover that value with a relatively small investment in forest restoration.  It’ll take years but nature also has her own inbuilt repair mechanisms. We can help her to speed up the recovery by planting, protecting and managing the restoration.

    Here’s an example of what can be achieved after only 30 years of forest restoration in Africa.

    30 years later the restored ecosystem provides many services – cleaning water, producing fish, carbon sequestration, wildlife habitat, recreation and income generation. It is a global showcase and should be replicated and scaled up. You can see more about this amazing place here
